Idea Cellular has been awarded a unified licence for seven circles by the Department of Telecom (DoT). The company has now piled in licences for Assam, West Bengal, Kolkata, the North East, Tamil Nadu, Jammu and Kashmir as well as Odisha, according to reports.
The licences, according to the report, were applied for after the company emerged as the second biggest winner in the November 2012 spectrum auction. The company has now won the spectrum licensing for all seven of the circles where its licences were previously cancelled. Idea’s licence in the Bihar circle was left unaffected by an earlier Supreme Court order that cancelled 122 telecom permits in the 2G scam. At the time, the company had refused to sign the unified licence agreement that barred operators from entering into the 3G intra-circle roaming pact. The DoT had said that it was illegal for telecom providers to sell 3G services in areas where they don’t have spectrum. Other companies like Airtel, Vodafone as well as Idea had contested that point of view and the matter is now sub-judice.

The DoT and Idea later agreed to follow the court order with respect to implementation of norms relating to 3G roaming pacts in the new licences. A source at Idea Cellular has now corroborated the new development by saying that, "We have applied for seven circles and got the unified licence for all." The source, while talking about the 3G roaming pact norms in the unified licence said that the decision would be subject to the final outcome of the court order. The Telecom tribunal TDSAT had earlier given a split verdict on the dispute between the DoT and the three operators over the 3G intra-circle roaming pacts. The matter is currently pending in the Delhi High Court.
